What does a formal application/cover letter job mean by “references”?

I’m about to graduate with an MSW, and am unsure about what the job description means by “3 references”. Do they want reference letters, or simply the names, phone numbers, and addresses of 3 references attached to my resume?

    Letters of reference. Be sure to pick out 3 people who can vouch for your attributes and also who write intelligently. Your best friend might know you really well, but wouldn’t be a good reference if they can’t put it into words that will add to your position. You need to check and see if they have their own special form to use, or a format they want it in. http://www.writeexpress.com/reference-letter.html
