I am currently hunting for a job. Do you always include a cover letter when you apply for a job? If you are work for HR department, can you tell me if you even pay attention to the cover letter?

its not necessary but definitely better it looks mroe proefessional and you can add comments like “thank you for taking the time to look over my attached resume” or “any additional information or questions you may have because contact me” so its not do or die but it could only make it better definitely not worse
Its not necessary, but it helps you get the job. Although resumes can now be easily modified for each job you are applying for, a cover letter adds another layer of professionalism. You should highlight experiences, interests, education or whatever seems appropriate for the specific position you are applying for. You also want to make sure it is well written, concise and clean looking. Put your best foot forward on your cover letter. Some recruiters read the cover letter first. If it good they move on to the resume. Some don’t even look at a resume without a cover letter. In my experience, applicants who provided a cover letter were much better suited for the open positions I had.
Note: It is also a good idea to send a thank you letter after an interview. In the thank you letter you can (again) highlight anything that seems important to the recruiter and add items that you may have missed during the interview.
It’s appropriate to write a cover letter to accompany your c.v. (resume) since you want to inform the employer WHY you’re applying for the job on offer–there’s a lot of competition for a job, and you need to demonstrate to the employer that YOU ARE THE BEST CANDIDATE and to show him that you are familiar with the job requirements (tasks) for which you possess the skills and that you have reasons for wanting to work for his corporation/ company with which you identify — praise and tact will at least open the way for a job interview!
Adding a cover letter is only worthwhile if you actually want the job.
