Basically that is a paragraph border under the address within the resume. You don’t indicate what version of word you are using so I’ll have to give you an idea and you will have to find it for your version.
First, select the paragraph where you want to insert the border.
Then go to Format then borders and shading and select border tab.
Select the line format you want, basically that is a double line.
I the diagram on the right click the bottom of the drawing area and that will insert the border.
Then in the diagram
1. Click in the paragraph above or below where you want the divider.
2. Click the Format->Borders and Shading menu item.
3. In the Style, Color and Width list boxes, design the divider you want.
4. In the preview diagram, click between the two lower right-angle corners. This should produce a line there.
5. Make sure the Apply to list box shows Paragraph.
6. Click OK.
In Word 2007:
1. Click in the paragraph above or below where you want the divider.
2. Click the Home tab on the Ribbon.
3. Click the down arrow on the button below the ¶ button in the center of the Ribbon.
4. Select Borders and Shading.
5. Continue as in Step 3, above.
Note: If you want a divider above the first paragraph in the document, do the same, but use the line ABOVE the box in the preview pane.
